Born in Hong Kong and immigrated to Canada in 1975, Peter grew up in Toronto and retired in 2022 after a distinguished 34-year career with the Toronto Police Service, where he served as Deputy Chief overseeing Community Safety Command. He led public safety initiatives, managed frontline policing across 12 districts with over 4,000 staff, and directed Field Services, which included the Toronto Police Operations Centre and specialized units such as the Public Safety Response Team.
Throughout his career, Peter developed extensive expertise in areas like criminal investigation, community response, and corporate risk management. Peter is a strong advocate for multiculturalism, equity, and community-focused policing. He contributed to diversity initiatives on the Toronto Police Services Board, implemented the Race-Based Data Collection Strategy, and served on multiple advisory panels.
Peter holds degrees in Justice Studies and Leadership and frequently lectures on leadership and change management. Recognized with over 20 awards, he now directs Y-ICE Consulting Inc., providing leadership and conflict management training to public and private sectors.
